Council Member nominated by the Law Society of Newfoundland and Labrador
Barry Fleming Q.C. was nominated to the Federation Council by the Law Society of Newfoundland and Labrador in 2018. He is currently serving a second six-year term as Citizens’ Representative for the province of Newfoundland and Labrador.
Before his unanimous appointment as Citizen’s Representative by the provincial House of Assembly, Barry served as legal counsel for the Newfoundland and Labrador Human Rights Commission, and was the commission’s Executive Director from January 2005 to December 2006. He was appointed Queen’s Counsel in 2007.
He is a member and Past-president of the Canadian Council of Parliamentary Ombudsman, and served from 2013-2017 on the Board of Directors of the Forum of Canadian Ombudsman, a professional association that supports ombudsman offices.
Mr. Fleming was called to the bar in 1986, beginning his legal career in private practice, helping those fleeing dictatorships in Cuba, eastern Europe and the former Soviet Union obtain immigration and refugee status in Canada.
